Conventional reactors are built one giant, custom project at a time, which makes them slow and expensive. NuScale Power sells a different idea: small modular reactors, factory-built units of around 77 megawatts that can be shipped to a site and combined into larger plants. Its VOYGR design was the first SMR to win US Nuclear Regulatory Commission certification, a regulatory milestone rivals have not matched. Founded in 2007 out of research at Oregon State University and based in Tigard, Oregon, the company is majority owned by engineering group Fluor. The pitch is that standardized, smaller reactors could bring nuclear costs down and suit data centers and industrial sites, but NuScale has yet to build a commercial plant, and an early flagship project was cancelled in 2023 over rising costs. It burns cash while chasing firm orders.
